* Costa Rica: Costa Rica became the first Central American country to recognize same-sex civil unions following a ruling by a “regional” court.

* Peru: The U.S. Department of Treasury sanctioned Peru’s Shining Path guerillas for acting as a “criminal narco-terrorist organization responsible for trafficking cocaine throughout South America.”

* Mexico: A new report found that remittances are expected to surpass foreign direct investment as the top source of foreign exchange in Mexico.
