Jamaican daily will not headline crime

I'm really curious to see how this works out. I have heard of studies that say that the impression of a neighborhood in deterioration leads to crime, which prompts lawmakers to set aside money for beautifying crime-ridden areas. I wonder if the same psychology would work here.
