"Apparently taking a cue from Hugo Chavez, Peruvian president Alan Garcia was given Congressional permission to partially rule via decree."

Or from the U.S. (long standing practice of executive orders)

BTW, of course we won't be seeing any screaming headlines about Alan Garcia ruling by decree in the corporate press anytime soon...

Chavez apparently took his cue from Alvaro Uribe, who has already done this a number of times in Colombia. Not to mention that just about every other modern Venezuelan president has done the same.

But yeah, the press loves to highlight "concerning trends" from Chavez while everyone else gets a pass.

Not to excuse what Garcia, Uribe, et al. are doing, but Chavez won't get a free pass partly due to the attention that he gets notonly from the press but also due to his bombastic nature.

Though one could imagine the rection in the press if another leader like Daniel Ortega or Lula were to do this.
