Mexico's efforts to get children off the street and into schools is a noble goal. However, if the police institutions and government do not enforce, then I don't know how far those efforts will go.
I feel like this type of child labor is endemic in poorer countries. Everywhere I have been (Ecuador, Colombia, Mexico, and Afghanistan) have all had the same problem of children being exploited so as someone can make a buck. I've seen kids selling everything from cigarettes and liquor to gum and magazines.
Whenever I have offered one of these kids something to eat they take it up like they haven't eaten in days, yet they must make enough to pay for many meals. This money is going somewhere, and it is not going to these children or their future.
