* Haiti: Ex-President Rene Preval is being questioned behind closed doors by a judge investigating the 2000 murder of journalist Jean Dominique. 

* Mexico: Mexican telecom tycoon Carlos Slim topped Forbes magazine’s list of more than 1400 billionaires that excluded drug capo Joaquín "El Chapo" Guzmán.

* Brazil: A news study concluded that “disarmament campaigns launched in 2004” have helped stabilize the number of gun deaths over the past decade.

* Argentina: Lionel Messi became the first player to score five goals in a UEFA Champions League match after his club team, Barcelona, hammered Germany’s Bayer Leverkusen 7-1.

* Cuba: Citing the inability “to find a consensus” Colombian president Juan Manuel Santos said that Cuba will not be invited to the Americas Summit in Cartagena next month.

* Mexico: For the third consecutive year Carlos Slim has topped the Forbes list of the world’s wealthiest individuals with an estimated worth of $69 billion.

* Venezuela: Chevron will reportedly inject a $2 billion credit line into a joint project run by the company and Venezuelan state-owned firm PDVSA.

* Latin America: Brazilian President Dilma Rousseff was named to Forbes magazine’s list of the world’s most powerful people along with Chilean leader Sebastián Piñera, Mexican business magnate Carlos Slim and wanted drug gang chief Joaquín Guzmán.

* Cuba: Officials announced a new property law that allows Cubans to buy and sell real estate openly for the first time since the 1959 revolution.

* Puerto Rico: A lengthy legal battle regarding the mistreatment of the mentally ill appears to have come to an end.

* Colombia: The Russian government is not too pleased with the conviction of arms dealer Viktor Bout who allegedly tried to sell weapons to Colombian guerillas.

* Argentina: An Argentine judge concluded that “the Turkish state committed the crime of genocide against the Armenian people” between 1915 and 1923, much to the chagrin of Turkish officials.

* South America: Twenty-three Brazilian cities have declared states of emergency due to the wild weather while nearly one hundred are dead in Colombia due to heavy rains and flash floods.

* Mexico: The country’s antitrust agency confirmed that a $1 billion fine was levied against the Carlos Slim-owned America Movil telecom firm.

* Venezuela: Authorities at a Venezuelan airport detained a Colombian citizen suspected of running the website of the FARC guerillas.

* Cuba: One of president Raul Castro’s key economic reforms will come to fruition after the Communist Party congress approved permitting Cubans to buy and sell their homes.

* Mexico: The country’s antitrust agency hit the Carlos Slim-owned America Movil telecom firm with a record $1 billion fine.

* Latin America: The presidents of Peru, Colombia, Chile, and Mexico are expected to meet later this month in order to sign a multilateral trade pact.

* Peru: Scandal has hurt several presidential candidates who have been accused of accepting funds from suspected drug traffickers.

* Guatemala: The U.S. government could be sued by attorneys representing hundreds of Guatemalans secretly infected with syphilis between 1946 and 1948.

* Bolivia: President Evo Morales blasted the U.S. and the U.N. for issuing recent reports criticizing Bolivian anti-drug efforts.

LatAm could benefit over crisis says Carlos Slim

The $700 billion economic bailout plan may’ve been passed by the U.S. Senate tonight yet it has received great opposition domestically and abroad. The lack of a bailout sent Latin American stocks tumbling on Monday though leaders like Brazil’s Luiz Inacio Lula da Silva and Venezuela’s Hugo Chavez have vehemently rejected the rescue package.

Mexican billionaire Carlos Slim has some misgivings over the bailout though from a different angle as Lula and Chavez. Rather than purchase bad assets, Slim proposed that the U.S. government take up majority ownership of ailing investment banks. The telecom mogul praised Berkshire Hathaway head Warren Buffett for investing $5 billion in Goldman Sachs and also claimed that the financial crisis could be helpful to the Latin American market.

In remarks made to the foreign media on Tuesday, Slim added that China should take a more active role in helping the U.S.

Mexican tycoon Carlos Slim, one of the world's richest men, said Tuesday that China should lead rescue efforts for the US financial crisis, and that worldwide stock markets needed better rules.

"China is now the most important country to help responsibly in this crisis"…

"China has great liquidity, large resources, surpluses in its current accounts and a lot of capital flow," he said.

"There is a systematic crisis in the whole financial system and the problem is that everything is interconnected."

* U.S.: A federal appeals court denied Jose Santos-Lemus’ request for asylum despite his claims that Salvadoran gangs killed his brother and threatened his family.

Mexico’s Slim close to top spot of world’s wealthiest

Look out Bill Gates; Mexican telecommunications tycoon Carlos Slim (image) has become the world’s second-richest person according to Forbes. The magazine estimates that Slim’s fortune has grown by $4 billion to $53.1 billion due to a rise in stocks in the numerous companies he owns.

Slim’s business holdings are very extensive according to Reuters:

“Slim's companies have such an octopus-like reach in Mexico that it is difficult to spend a day in the country without putting more pesos in his pockets.

His empire also includes telephone giant Telmex, department stores, a banking group, restaurants and other firms that make cigarettes, kitchen and floor tiles.”
