* Puerto Rico: An estimated 1.5 million Puerto Rican customers remain without power following a blackout that first began on Wednesday afternoon.

* Venezuela: Venezuelan electoral officials announced that the recall referendum of President Nicolas Maduro would likely be held sometime in the first three months of next year.

* Brazil: Andrew Mackenzie, the CEO of BHP Billiton, had his salary slashed in half after the mining giant suffered a massive annual loss partly due to the Samarco dam disaster in Brazil.

* Chile: Chile could become the next Latin American country to legalize same-sex marriage.

* U.S.: The Election Protection Coalition reported receiving at least 14,000 phone complaints of problems during yesterday’s midterm elections including “reports of poll workers treating Latino voters rudely or failing to help” in Kentucky.

* Colombia: The head of the European Council announced that the E.U. will back the Colombian government’s peace talks with the FARC rebels.

* Mexico: The Mexican National Human Rights Commission will investigate the recent deaths of four people including three U.S. citizens and that may have been involved the Matamoros police.

* Venezuela: Operations at Venezuela’s largest oil refinery were suspended on Tuesday due to a blackout.

* Brazil: A Human Rights Watch report released this week documented some sixty-four cases of torture in Brazil since 2010 and noted, “impunity in cases of serious abuses by police and prison guards is the norm.”

* Venezuela: One of the numerous proposals by the U.S. Congress to sanction the Venezuelan government for human rights abuses could soon come to a vote in the Senate.

* Colombia: The Colombian government blamed the FARC guerillas for causing a blackout that left 500,000 people in the key port city of Buenaventura without power.

* U.S.: A new study found that “women and minorities who promote diversity from corporate leadership positions tend to get lower evaluations from their bosses and colleagues.”
