Costa Rica: Congress considers same-sex civil union bill

Opposition legislators in Costa Rica introduced a bill that would grant rights to gay civil unions. The proposal stops short of giving same-sex couples the right to adoption but would allow them certain rights such as power over medical decisions and inheritance.

Governments in Latin America have recently made several inroads in recognizing the rights of gays such as permitting civil unions in Mexico City. However, obstacles remain as was shown last week when conservative senators in Colombia defeated a gay rights bill.
